The Acts of the Apostles are written some forty years after the events they report. In hindsight St. Luke observes: They had been prevented by the Holy Spirit from preaching the message in the province of Asia. That led Paul and companions to inaugurate the mission to Europe. My guess is that at the time Paul felt frustrated and upset at not being able to continue the mission he had begun. Only in retrospect could he recognize it was the Holy Spirit who shut one door in order to open another. Once after being fired from a job (They don’t call it firing if you’re a priest but you get the message) I landed exactly where I was supposed to be. The Holy Spirit!
