The Book of Baruch is not found in the Protestant Bible. Baruch is the name of the secretary of the prophet Jeremiah and this book reflects the memory of the teaching of the prophet. It was included in the Septuagint, the Greek translation of the Hebrew Scriptures that goes back to the Third Century before Christ and because of that it was considered canonical by the early Church Fathers. When the Hebrew Bible (the Tanakh) was canonized it was not included since a Hebrew text did not exist. There are some New Testament citations that suggest that the authors were familiar with this book. The message is timeless — the need to repent, reform our lives, and trust in the saving power of God.
